1.The site is within the area identified in the LDF Core Strategy and Development Control Policies Development Plan Document as Metropolitan Green Belt. The LDF and Government Guidance as set out in the NPPF is that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the existing rural character of the area so allocated and that the new development will only be permitted outside the existing built up areas in the most exceptional circumstances. The special circumstances which have been submitted in this case are not considered to outweigh the harm of the inappropriate development. The proposal is therefore contrary to Paragraph 70 of the National Planning Policy Framework, Policy 7.16 of The Mayors London Plan and Policy DC45 of the LDF Core Strategy and Development Control Policies Development Plan Document.
2.The proposed development would have a harmful impact on the character and appearance of the green belt by taking 0.6 ha of open space which is open and rural in character and introducing forms of development which would be detrimental to the character and appearance of the green belt and reduce the openness. The development would therefore fail to respect the purposes of the Green Belt and this would be contrary to paragraph 70 of the National Planning Policy Framework and Government Guidance as set out in Planning Policy Guidance Note 2 (Green Belts), Policy 7.16 of the London Plan and Policy DC45 of the Development Control Policies Development Plan Document Policy.
3.The proposed development would, by reason of its siting bulk and massing, result in unsympathetic, visually intrusive development which would not preserve the open character and important historic landscape/character of the Cranham Conservation Area. The proposal would adversely affect the visual amenity of the area. The proposal is therefore contrary to Policies DC61 and DC68 of the Local Development Framework Core Strategy, The Cranham Character Appraisal and the provisions of the London Plan and the National Planning Policy Framework
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to agent for the application via a phone call on Tuesday 25/4/2017 and a follow up email dated 28/5/2017.
5.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £101,120 subject to indexation. Further details with regard to CIL are available from the Council's website.
