1.The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the streetscene and rear garden environments harmful to the appearance of the surrounding area and in contrast to established local character therefore contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
2.The proposal would by way of the cramped and confined nature of the site, arrangement of fenestration resulting in poor outlook, in conjunction with the reliance of the development on unsecure access arrangements result in a substandard level of living accommodation and poor quality living environment to the detriment of the amenity of future occupiers, contrary to Policy Policy DC61, DC4 of the LDF Core Strategy Development Control Policies DPD, Residential Design SPD and Policy 3.5 (Table 3.3) of the London Plan.
3.The proposals fail to demonstrate vehicular access to the parking bays on land within the applicant's control and therefore potentially could not implement sufficient onsite parking. This in turn could lead to on-street parking within surrounding roads, the increased competition for spaces would be to the detriment of the amenity of neighbouring residents and therefore contrary to Policy DC61 and Policy DC33 of the LDF Core Strategy and Development Control Policies DPD.
4.In the absence of a mechanism to secure a planning obligation towards the infrastructure costs of new development the proposal is contrary to the provisions of Policy DC72 of the LDF Core Strategy and Development Control Policies DPD.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 24-01-17.
6.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL).
