1.The advertisement, by reason of the design and appearance resulting from its excessive degree of illumination, would give rise to an unsympathetic, visually intrusive development, which is materially harmful to the character and appearance of the host building and the surrounding area, thereby harmful to the character of the Romford Conservation Area, contrary to Policies DC61, DC65 and DC68 of the LDF Core Strategy and Development Control Policies DPD.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with Sarah Wehrle by email on 03/03/16. The revisions involved restricting the illumination to only the lettering of the fascia. The applicant declined to make the suggested revisions.
