1.The internally illuminated totem would represent a further harmful visual intrusion within the Conservation Area which would diminish the subdued character of the Conservation Area and introduce further clutter to the street-scene and would thereby fail to preserve or enhance the character and appearance of the Gidea Park Conservation Area. The proposal is considered contrary Policies DC65, DC67 and DC68 of the London Borough of Havering's Adopted Development Control Policies Development Plan Document Policy 2008, the National Planning Policy Framework 2019, and S72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 06-04-2021.
