1. | The internally illuminated totem would represent a further harmful visual intrusion within the Conservation Area which would diminish the subdued character of the Conservation Area and introduce further clutter to the street-scene and would thereby fail to preserve or enhance the character and appearance of the Gidea Park Conservation Area. The proposal is considered contrary Policies DC65, DC67 and DC68 of the London Borough of Havering's Adopted Development Control Policies Development Plan Document Policy 2008, the National Planning Policy Framework 2019, and S72 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
