1.The siting of the communications hub and associated signage at the edge of the footway would introduce an intrusive feature which would detract from the character and appearance of the area and contribute to visual clutter. It is therefore considered not to comply with Policies 25 and 26 of the Havering Local Plan 2016-2031, London Plan Policies D4, D8 and SI6 and the objectives of the NPPF.
2.In the absence of evidence otherwise, officers consider that the proposals could lead to increased risk to pedestrian and highway safety through the siting and design of the communications hub close to the back-edge of the highway and within proximity to a busy bus interchange outside the shopping centre. The proposals are therefore contrary to Havering Local Plan 2016-2031 Policy 23, London Plan Policies Policy T2 and D8 which each fundamentally require the public realm to be safe.
3.The proposed signage would be visible in views in both directions along South Street and would clutter the frontage of the Romford Railway Station detrimental to its open character and setting therefore contrary to Havering Local Plan Policy 2016-2031 Policies 25 and 28 as it would fail to conserve and enhance its significance as well as London Plan Policy HC1. Further to this there would be conflict with Para 203 of the NPPF.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 15-05-2023
