1.Compliance with the five standard conditions as defined in regulation 2(1) and set out in schedule 2 of the Town and Country Planning: (Control of Advertisements) (England) Regulations 2007
2.The maximum luminance of the logo sign and the signs either side of the showroom entrance hereby permitted shall not exceed 112.7 cd/m2. Reason:- To comply with the recommendations of the Institute of Public Lighting Engineers Technical Report No. 5 (Third Edition) in the interests of amenity, and in order that the development accords with the Development Control Policies Development Plan Document Policy DC65
3.The maximum luminance of the freestanding pylon sign hereby permitted shall not exceed 145 cd/m2. Reason:- To comply with the recommendations of the Institute of Public Lighting Engineers Technical Report No. 5 (Third Edition) in the interests of amenity, and in order that the development accords with the Development Control Policies Development Plan Document Policy DC65.
4.The maximum luminance of the "Harold Wood Audi" sign hereby permitted shall not exceed 123 cd/m2. Reason:- To comply with the recommendations of the Institute of Public Lighting Engineers Technical Report No.5 (Third Edition) in the interests of amenity, and in order that the development accords with the Development Control Policies Development Plan Document Policy DC65.
5.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans, particulars and specifications (as set out on page one of this decision notice). Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Development Control Policies Development Plan Document Policy DC61.
6.No special visual effects of any kind are permitted during the time that any message is displayed. The displayed image must not include animated, flashing, scrolling, intermittent or video elements. Reason: In the interests of highway safety.
7.No visual effects of any kind to be permitted to accompany the transition between any two successive messages. The replacement image must not incorporate any fading, swiping or other animated transitional method. Reason: In the interests of highway safety.
8.The minimum time between successive displayed images shall be 10 seconds. Reason: In the interests of highway safety.
9.The sequencing of messages relating to the same product is prohibited. Reason: In the interests of highway safety.
10.The intensity of the illuminance of the advertisement shall be no greater than 300Cdm2 during hours of darkness. Reason: In the interests of highway safety.
11.The footway and carriageway on the TLRN (Transport for London Road Network) and SRN must not be blocked during the installation and maintenance of the advertising panel. Temporary obstruction during the installation must be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians, or obstruct the flow of traffic. Reason: In the interests of highway safety.
12.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraphs 186-187 of the National Planning Policy Framework 2012.
