1.i. No advertisement is to be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission. ii. No advertisement shall be sited or displayed so as to:- (a) endanger persons using any highway, railway, waterway, dock, harbour or aerodrome (civil or military); (b) obscure, or hinder the ready interpretation of any traffic sign, railway signal or aid to navigation by water or air; or (c) hinder the operation of any device used for the purpose of security or surveillance or for measuring the speed of any vehicle. iii. Any advertisement displayed, and any site used for the display of advertisements, shall be maintained in a condition that does not impair the visual amenity of the site. iv. Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a condition that does not endanger the public. v. Where an advertisement is required under these Regulations to be removed, the site shall be left in a condition that does not endanger the public or impair visual amenity. Reason: These conditions are specified by the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The advertisements if not switched off shall not exceed 300cd/m2 illumination at any time and shall be displayed in complete accordance with the approved plans, unless previously agreed in writing by the local planning authority. Reason:- To comply with the recommendations of Transport for London in the interests of highway safety, and in order that the development accords with Policy 13 and 26 of Havering Local Plan 2016 -2031.
4.No special visual effects of any kind are permitted during the time that any message is displayed. The displayed image must not include animated, flashing, scrolling, intermittent or video elements. No visual effects of any kind to be permitted to accompany the transition between any two successive messages. The replacement image must not incorporate any fading, swiping or other animated transitional method. Any sequential change between advertisements will take place over a period no greater than one second. The minimum time between successive displayed images shall be 10 seconds. The sequencing of messages relating to the same product is prohibited. No advertisement to resemble traffic signals. Reason:- to ensure safety of highway users.
5.All vehicles used during installation or maintenance should only park/stop at permitted locations on the public highway and within the time periods permitted by existing on-street restrictions. Reason:- to ensure safety of highway users.
6.The advertisements must be switched off between the hours of 11.59pm on one day and 6 am the next. Reason:- to ensure safety of highway users.
7.Before the works start, details of the arrangements for maintenance and management of the vertical meadow and the installation more generally including vehicle access and parking and subsequently compliance therewith must be submitted and approved in writing by the local planning authority. The installation shall be managed/maintained in accordance with the details approved. Reason:- to ensure adequate visual amenity and safety of highway users.
8.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
