| 1. | The proposed advertisement displays by reason of its height, inappropriate siting and means of illumination, would result in street clutter in a prominent location which would be harmful to visual amenity and having an adverse impact upon the character of the conservation area in which it is located. In these regards the proposal would be contrary to policies 25, 26 and 28 of the local plan and the advice given in the National Planning Policy Framework 2021 and Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
| 2. | The proposal as a result of its height, bulk, scale, illuminance and inappropriate siting resulting in street clutter in close proximity to a pedestrian crossing would result in an adverse impact on the safety of pedestrians policies 16 and 26 of Havering Local Plan. |
