1.The proposed scheme would, by reason of its design, appearance, size and location, result in unsympathetic, visually intrusive advertisement in a highly visible area, which would result in less than substantial harm to the character and appearance of the Gidea Park Conservation Area. No public benefit would outweigh this harm, and consequently the proposed advertisement would be unacceptable when assessed against paragraph 193 of the National Planning Policy Framework 2019, London Plan (MALP 2016) policies 7.4, 7.5 and 7.8, and policies DC65 and DC68 of the Havering Core Strategy and Development Control Policies Development Plan Document 2008.
2.The proposed advertisement would have an unacceptable impact on amenity of the area, and due to its design, appearance, size and location, would have an unacceptable impact on streetscene and the amenity of the area more generally. The proposed advertisement is therefore unacceptable on balance when assessed against London Plan (MALP 2016) policies 7.4, 7.5 and 7.8, and policies DC65 and DC68 of the Havering Core Strategy and Development Control Policies Development Plan Document 2008.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework 2019, improvements required to make the proposal acceptable were negotiated with the applicant by officers of the Local Planning Authority and the Conservation Consultee; including amended designs, alternative locations for the advertisements and other changes. Following from discussions, the applicant failed to make these changes, and the application was assessed as submitted.
