1.The advertisement displays as a result of its height, inappropriate siting and means of illumination would be detrimental to the character and appearance and visual amenity of the surrounding area and the adjoining Grade II listed building and its setting, failing to preserve or enhance the character and appearance and setting of the adjoining Salem Church Grade II Listed Building and visual amenity of the locality. Therefore the proposal is considered contrary to the implementation of Policies of the Havering's Local Plan Policies 25, 26 and 28, the National Planning Policy Framework 2021 and Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Mr M Brown (agent) by email on 22/10/21 and 23/11/21. The revisions involved an alternative location. The revisions were not forthcoming and in order not to delay further the determination of the application, no more negotiations were attempted.
