| 1. | The proposed use based on the information provided would on balance of probability be within the provisions of the Class C3(b) of the Town and Country Planning (Use Classes) Order 1987 (as amended) and no material change of use would be taken place from the current lawful use within Class C3(a) of that Order, the proposals would still be within the same use class. |
| 2. | Should the circumstances of the property/occupants and activities change it may be that planning permission would be required. A material change of use may present in the level of activity at the property through comings and goings and turnover of residents in a manner which would not be consistent with the use of a dwelling as a single dwelling house.
