1.The application seeks a Lawful Development Certificate for part of a building which does not exist and in relation to uses which have yet to be commenced. The development as described in the planning permission would have to be first implemented and the ground floor in use before any part could be changed to other uses in accordance with section 55(2)(f) of the Town and Country Planning Act 1990 (as amended).
2.On a without prejudice basis, it is suggested that the appropriate way forward would be to seek to amend the description of development by way of application under Section 96A of the Town and Country Planning Act 1990 (as amended).
