1.The proposal would not fall within class C3(b) which covers up to six people living together as a single household receiving care. Insufficient information has been provided to demonstrate that the occupants would form a single household; consequently the proposal would fall outside class C3 grouping and would therefore not be compliant with the Town and Country Planning (Use Classes Order) 1987 as amended. Having considered that the proposal is not C3(b) (with insufficient evidence), it is considered that the change is material as the level of activity or character would be different to the lawful use; the plans show that most of the house would be bedrooms and there would be 5 residents plus carers, it is concluded that the character will be different and change of use would be material. The proposal would be removed from that of a single dwelling house and would therefore not remain within the C3 grouping and would therefore not be compliant with the Town and Country Planning (Use Classes Order) 1987 as amended.
