| 1. | The London Borough of Havering Council hereby refuses the certificate of lawfulness application given that the application site is located within the Havering-Atte-Bower Conservation Area and the level of details provided would suggest that the size, permanence and physical attachment of the proposed installation of the low level lighting does constitute development under section 55(1) of the Town and Country Planning Act 1990 as amended (TCPA 1990), therefore planning permission is required. |
