Insufficient information has been provided to demonstrate that the occupants would form a single household engaging in a range of communal activities; the number of occupants plus carers would exceed six; the exact level of needs of the occupants has not been provided including details of the exact level of care. It is noted that no plans have been submitted as part of this application.
Consequently the proposal fails to demonstrate the lawfulness of the use proposed and a Certificate cannot be issued. |
