| 1. | There are concerns regarding the intensification of use of the property, as there would be four residents and between three and five staff members on site at any one time, excluding other visitors. Based on the information submitted with the application, given the high carer to resident ratio, it is not considered that the proposal would operate communally similar to that of a typical household unit. As such, the applicant has failed to demonstrate that the proposed use would fall within Use Class C3(b) of the Use Classes Order 1987 (as amended) and therefore would result in material change of use for which planning permission is required. |
