1.The proposed development is not permitted development by virtue of condition 9 of planning application P1506.97, which states that "the garages shall only be used for the parking of private motor vehicles, caravans and/or boats and not for any purpose including living accommodation, and not for any trade or business." As such, planning permission is required for the conversion of the garage into a habitable room as proposed.
