1.The proposed use on balance is considered, more likely than not, through the character of the use proposed and associated activity generated, to result in a material change of use and one distinguishable from any other lawful use of the subject dwelling. In the absence of compelling evidence otherwise it cannot be concluded that the proposed use would not form a material change of use within the meaning of Section 55(1) of the Town and Country Planning Act.
2.The Council considers that an application for planning permission should be made and the merits of the scheme considered through this process.
