1.	In the absence of adequate information in respect of the operation of the use on site, the Local Planning Authority is not satisfied that the use described in this application would fall within Class C3 (b) of the Use Classes Order 1987 as amended. It is considered that the proposed operations would more closely align with Class C2 Residential Children's Home and for this reason would require planning permission, therefore it is the view of officers that the certificate be refused.
