| 1. | In the absence of adequate information in respect of the operation of the use on site, the Local Planning Authority is not satisfied that the use described in this application would fall within Class C3 (b) of the Use Classes Order 1987 as amended and that the use proposed would not require planning permission. |
| 2. | Refusal informative A refusal to issue a LDC is therefore not necessarily conclusive that something is not lawful: it may merely mean that, so far, insufficient evidence has been presented to satisfy the LPA that the use, operation or activity is lawful. |
