1. | The proposed use would see the property occupied fulltime by two persons (albeit with staff rotating daily). This would be removed from the approved scheme which was a one bedroom, one person unit ref: P1035.20. This would be materially different to the approved scheme and the applicant has not presented a compelling case otherwise. In the absence of sufficient evidence of the exact character and nature of the use, it cannot be concluded that the proposed use would not form a material change of use within the meaning of Section 55(1) of the Town and Country Planning Act 1990. |
