| 1. | The proposed change of use of the semi-detached property from a dwellinghouse (Use Class C3) to a house in multiple occupation by not more than six residents (Use Class C4) would not comply with Schedule 2, Part 3, Class L of the Town and Country Planning (General Permitted Development) Order 2015 (as amended), as the application site does not benefit from such permitted development rights which have been removed by London Borough of Havering Direction (Art4/2/2015) made under Article 4 (1) of the Town and Country Planning (General Permitted Development) Order 2015 and it is therefore recommended that a Certificate of Lawfulness is REFUSED. |
