1.The submitted evidence is sufficient and to allow the Local Planning Authority to conclude that on the balance of probability, the property at 16 Milton Road has been in use as two residential dwellings (Use Class C3) continuously and without significant interruption for a period of at least four years. As such, in accordance with Section 191(4) of the Town and Country Planning Act 1990 (as amended), it is the duty of the local planning authority to grant this application.
