1.The submitted evidence is sufficient to allow the Local Planning Authority to conclude that on the balance of probability, the existing barn outlined in red on plan ref. BFC/PP/03A has been used as 3 bedroom residential annexe ancillary to the main dwelling of Bower Farm Cottage, 79 Orange Tree Hill, Havering-Atte-Bower, Romford RM4 1PJ. As such, in accordance with Section 191(4) of the Town and Country Planning Act 1990 (as amended), it is the duty of the local planning authority to grant this application.
