| 1. | The Local Planning Authority are of the opinion that insufficient qualitative and quantitative evidence has been provided in support of the contention that the outbuilding had been substantially complete more than 4 years from the date of the application, being the 27th November 2018. The existing development is therefore not deemed lawful within the meaning of Section 191(2) (a) of the Town and Country Planning Act 1990, as amended. |
