1.The submitted evidence is sufficient to allow the Local Planning Authority to conclude that on the balance of probability, the use of land at Unit 8 Highview Cummings Hall Lane, Noak Hill, Romford for residential purposes comprising one mobile home, parking forecourt and garden has been in continual use for a period of at least four years. As such, in accordance with Section 191(4) of the Town and Country Planning Act 1990 (as amended), it is the duty of the local planning authority to grant this Certificate.
