| 1. | On the basis of the information provided, it has not been demonstrated that the existing use of Good Sheppard House, 343 Crow Lane, Romford as supported housing for up to five people with learning disabilities, mental health conditions, or physical disabilities (Use Class C3 (b), under the terms of this application, would fall within Class C3 (b) of the Use Classes Order 1987 (as amended). Therefore, from the evidence in support of the application, it would constitute a material change of use within the meaning of Section 55 of the Town and Country Planning Act 1990 (as amended). As such, this will constitute development and planning permission is required. |
