| 1. | Prior Approval is required (given) in accordance with the details as provided within the application. |
| 2. | The change of use as described in this Prior Approval notification must be commenced not later than three years from the date of this decision. |
| 3. | Notwithstanding the details shown on the approved plans, prior to first occupation of the development, a revised scheme of onsite car parking shall be submitted to and approved in writing by the Local Planning Authority. The revised layout shall include the provision of two disabled parking spaces, designed and laid out in accordance with relevant standards. The approved parking arrangement shall be implemented prior to occupation and retained thereafter.
Reason: To ensure appropriate and inclusive parking provision in accordance with London Plan Policy T6. |
| 4. | Notwithstanding the details shown on the approved plans, prior to first occupation of the development, a revised scheme of cycle parking shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include provision for a minimum of 16 long stay cycle parking spaces and at least 4 short stay visitor spaces, in accordance with London Plan Policy T5, together with details of layout, design, security and accessibility. The approved cycle parking facilities shall be provided prior to occupation and retained thereafter.
Reason: To ensure adequate, secure and accessible cycle parking provision in the interests of sustainable transport, in accordance with London Plan Policy T5. |
| 5. | No buildings shall be occupied until refuse/recycling storage facility is provided in accordance with the approved plans. The facility shall be permanently retained thereafter.
Reason:- In the interest of amenity and sustainable development. |
| 6. | The scheme to control noise as detailed in the noise report provided by Stone & Brick Solutions (Environmental Noise Survey, dated March 2026 submitted with this application shall be implemented, as a minimum, before the hereby permitted use commences.
The development shall achieve internal noise levels in accordance with BS8233:2014.
Reason: To protect the amenity of future occupiers. |
| 7. | The prior approval is given subject to prior completion of a legal agreement to prevent the future occupiers of the site to obtain parking permit within the nearby Residential Control Parking Zone. |

| 10. | The applicant is encouraged to incorporate lower emission heating systems within the development. Where boilers are installed, they should be Ultra Low NOx boilers, achieving emissions of less than 40 mg/kWh, or be fitted with appropriate abatement technology to ensure equivalent performance.
Where an air source heat pump or similar technology is proposed, it should be designed and installed in accordance with the Microgeneration Installation Standard (MCS 020), including appropriate siting and design to minimise any potential noise or amenity impacts.
The applicant is also advised that any installations not compliant with relevant permitted development or planning standards may require separate planning permission. |
