1.Prior Approval is given in accordance with the details as provided within the application.
2.Development shall not be occupied until a parking management scheme, showing how the parking spaces will be allocated to the proposed flats and preventing use of the spaces by non-residents, is submitted and approved in writing by the Local Planning Authority. Such parking spaces as shown on the plan and in accordance with the scheme provided shall be retained thereafter permanently. Reason: In order that the development accord with LDF Policy DC33 and London Plan Policy 6.15.
3.Before the development hereby permitted is occupied, arrangements shall be agreed in writing with the local planning authority and be put in place to ensure that, with the exception of disabled persons, no resident of the development shall obtain a resident's parking permit within any controlled parking zone which may be in force in the local area at the time. Reason:- In order to safeguard the amenities of surrounding residential properties and ensure minimal disruption of traffic in the locality.
4.The change of use as described in this Prior Approval notification must be commenced not later than three years from the date of this decision.
5.The applicant is reminded that this decision relates solely to the change of use of the premises and does not permit any other development which may otherwise require separate planning consent, such as associated cycle/bin storage which may be shown on indicative plans.
