| 1. | Prior Approval is given in accordance with the details as provided within the application. |
| 2. | Before the building(s) hereby permitted is first occupied, the two car parking spaces shown on Drawing No. 18-019/201 Revision A shall be retained permanently for the flats hereby permitted and shall not be used for any other purpose.
Reason:-
To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety, and that the development accords with the Development Control Policies Development Plan Document Policy DC33. |
| 3. | Before the development hereby permitted commences, details of a scheme shall be submitted to and approved in writing by the local planning authority which specifies the provisions to be made for the control of noise effecting the site, particular reference should be made to noise arising from the late night music venues in South Street Romford. Such scheme as may be approved shall be implemented prior to first occupation and thereafter retained in accordance with such details.
Reason: To protect the amenity of future residents. |
| 4. | Prior to the commencement of any development, an assessment shall be undertaken of the impact of road noise emanating from Western Road and Chandlers Way upon the development in accordance with the methodology contained in the Department of Transport/Welsh office memorandum, "Calculation of Road Traffic Noise", 1988. Reference should be made to the good standard to be found in the World Health Organisation Document number 12 relating to community noise and BS8233:1999. Following this, a scheme detailing measures which are to protect occupants from road traffic noise shall be submitted to, and approved in writing by the Local Planning Authority and shall be implemented in accordance with the agreed details prior to occupation.
Reason: To protect future residents against the impact of road noise. |
| 5. | The change of use as described in this Prior Approval notification must be commenced not later than three years from the date of this decision. |
