| 1. | The creation of a first floor rear extension would, by reason of its inset mansard roof form and flat roof rear dormers, depth, scale, bulk, mass and prominent siting, appear incongruous, overbearing and be materially harmful to the character and appearance of this Grade II listed building, including its roofscape, and would not preserve or enhance the character and appearance of the North Ockendon Conservation Area contrary to Policies CP18, DC67 and DC68 of the Local Development Framework Development Plan Document, Policy HC.1 of the London Plan and the National Planning Policy Framework. |
