1.The development to which this consent relates must be commenced not later than three years from the date of this consent. Reason:- To comply with the requirements of Section 18(1) of the Planning (Listed Building and Conservation Areas) Act 1990 (as amended by Section 51 of the Planning Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Development Control Policies Development Plan Document Policy DC61.
3.Prior to installation, further details of proposed new internal floor finishes - including method of affixing to existing surface finishes - shall be submitted to and approved in writing by the Local Planning Authority. Reason: In order to ensure that the original details are preserved and can be better revealed in the future, in the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
4.Works to ceilings shall be carried out in accordance with the approved plans - as listed below - unless otherwise submitted to and agreed in writing with the Local Planning Authority prior to amended works commencing: 102343-VG7607-AA-00-DR-A-2470 C02 102343-VG7607-AA-00-DR-A-2471 C02 102343-VG7607-AA-00-DR-A-2472 C02 102343-VG7607-AA-00-DR-A-2473 C02 102343-VG7607-AA-00-DR-A-2474 C02 Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
5.Roof vents to the 1920s block shall be installed in accordance with approved plans (102343-VG7607-AA-RL-DR-A-0435 P09 and 102343-VG7607-AA-RL-DR-A-0436 P08). Notwithstanding these plans, the upper most roof vents shown on the inward elevation of the east and west blocks shall be omitted, in accordance with the drawing notation that these are not agreed. Any deviation from the approved plans shall be agreed in writing with the Local Planning Authority prior to installation. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
6.No guardrails or gantries shall be installed on the roof of the building. Details of measures to provide a new means of safe access to the roof shall be submitted to and approved in writing by the Local Planning Authority. The submitted details shall indicate the range of options explored, including but not necessarily limited to, the use of a harness system as an alternative to a rail based system, and shall include a detailed justification of the measures proposed. The works shall then be carried out in accordance with the agreed details. Reason: The use of guardrails and gantries has the potential to harm the character and setting of the listed building. Submission of details and justification for maintenance equipment will enable suitable alternatives to be explored that respect the aesthetic value of the listed building and enable suitably safe access to the roof.
7.Lightening conductors shall be replaced on a like-for-like basis unless details of new location(s) and method of fixing are submitted to and agreed in writing by the Local Planning Authority prior to installation. No new lightening conductor(s) shall be installed until methods of making good and cleaning staining of existing stone has also been submitted to and agreed in writing by the local planning authority. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
8.Prior to the commencement of external stonework repairs, cleaning or repointing: a) A limited number of demonstrative low level repairs are to be undertaken in an inconspicuous position and the method recorded to the approval of the Local Planning Authority. These should be in accordance with details provided on Drawing 102343-VG7607-AA-XX-DR-A-0150 P05 and demonstrate the materials and techniques proposed. b) Following the approval of Part (a) the local planning authority shall be notified in writing of the date on which works are proposed to commence on site (at least 14 days prior to such commencement) in order to provide an opportunity, as required, for a site meeting involving a representative from the local planning authority, the applicant, agent and contractor to consider detailed elements of the works and to allow for a watching brief throughout the period of works. Details of necessary repairs in addition to the approved plans shall be submitted to and approved in writing by the local planning authority and the repairs shall then be carried in accordance with the approved details. c) A test panel demonstrating the proposed cleaning methodology shall be undertaken in an inconspicuous position and the method recorded to the approval of the Local Planning Authority. Before these works begin, any other cleaning proposals must be sumitted to the Local Planning Authority and approved in writing and carried out strictly in accordance with those details. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
9.Brick repairs shall match the existing brickwork adjacent in respect of dimensions, colour, texture, face bond, and pointing unless otherwise submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
10.Prior to relevant works commencing, and notwithstanding the approved drawings: - a clear schedule outlining which doors are to be replaced and upgraded (excluding repairs which does not require LBC) shall be submitted to and approved in writing by the Local Planning Authority. - additional drawings that show details of proposed new doors and frames by section and elevation at scales between 1:20 and 1:1 as appropriate shall be submitted to and approved in writing by the Local Planning Authority - an additional methodology statement of 'refurbishment' (accompanied by drawings where necessary) shall be submitted to and approved in writing by the Local Planning Authority. - details of all new or altered door ironmongery/furniture shall be submitted to and approved in writing by the Local Planning Authority. The works shall then be carried out in accordance with the approved details unless otherwise submitted to and agreed by the Local Planning Authority. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
11.Safety glass shall only be used on the lower sash of windows to Hare Hall. Upper sash windows shall be retained/replaced with traditional glass. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
12.Prior to relevant works commencing, and notwithstanding the approved drawings: Additional drawings that show details of proposed new windows (including rooflights/lanterns and inserted louvres, fans and other ventilation) by section and elevation at scales between 1:20 and 1:1 as appropriate shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the approved details. Reason: In the interests of protecting the listed building and to accord with Policy DC67 of the LDF Core Strategy and Development Control Policies Development Plan Document.
13.In submitting details pursuant to condition 3 above, the applicant is advised that the information submitted shall demonstrate that the proposed new surface finishes can be removed in future without detriment to their aesthetic value which would thereby hinder their reinstatement as a final surface finish at a later date. The information shall be a mixture of written text supported by images and drawings where necessary and shall be no more than necessary to demonstrate the different approaches used through representative examples of existing finishes and proposed final finishes.
14.In submitting details pursuant to condition 12 above, the applicant is advised that with regards to Hare Hall, large scale details are required of the replacement windows demonstrating that they are a like-for-like replacement. Generally, the new windows shall be in painted timber, single glazed and face puttied, and without trickle vents or surface mounted glazing bars. Within the 1920s block, windows should also be in painted timber, slim profile double glazed (max 14mm) and face puttied with white spacer bars, and without trickle vents or surface mounted glazing bars. Further information is required of the materiality of the louvres and fans being inserted within the windows.
15.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework 2019.
