1.In the absence of a detailed assessment and comprehensive condition survey to understand the significance of the existing windows and to justify their replacement, insufficient information has been provided, including as to whether any of the windows are beyond repair and prevents a full assessment of the impact. The proposal, including the use of applied glazing bars, would fail to preserve the special architectural interest of the Grade II listed building, nor would it enhance the character and appearance of the North Ockendon Conservation Area. The proposal is therefore contrary to Policies 26 and 28 of the Havering Local Plan, Policy HC1 of the London Plan and the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to William Richards Sash Windows via email on 5th February 2026.
