1.1. The proposed telecommunications tower, cabinets and ancillary development would by reason of their combined siting and design be detrimental to the established open and verdant local character and would form a prominent and intrusive feature over longer distances through lack of adequate screening thereby contrary to Policies 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021.
2.2. The proposed telecommunications tower, cabinets and ancillary development would by reason of the siting and design of the new base station fail to preserve the significance of Grade II* listed Upminster Hall, the Medieval Grange Barn and would detract also from the appreciation of Grade II listed Upminster Court and registered park and garden to the Northwest thereby contrary to Policies 25 (Digital Infrastructure), 26 (Urban Design) and 28 (Heritage Assets) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021.
