| 1. | The proposed telecommunications tower, cabinets and ancillary development would by reason of their combined siting and design be detrimental to the established open and verdant local character and would form a prominent and intrusive feature over longer distances through lack of adequate screening thereby contrary to Policies 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021. |
