| 1. | The proposed telecommunications apparatus would by reason of its siting and appearance, be out of scale and character with the future vision for the wider area as part of Rainham and Beam Parkway Development Sites and represent incongruous and intrusive additions to the street scene, detrimental to the visual amenity of the area and harmful to local character, contrary to the strategic ambitions of the Rainham and Beam Park regeneration projects envisioned within the adopted Rainham and Beam Park Masterplan and Planning Framework and contrary to Policies 2 (Rainham and Beam Park Strategic Development Area), 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the National Planning Policy Framework and Policies D4 and SI 6 of the London Plan 2021. |
