1.The proposed telecommunications base station including monopole/antennas, equipment cabinets and ancillary development would, by reason of their combined siting, height and design, be detrimental to the established open character in this location. The development would form a visually intrusive feature in an otherwise open setting, in both immediate and longer views thereby contrary to Policies 18 (Open space, sports and recreation) 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021.
2.The development would be sited adjacent to public open space and other recreational space including the adjoining tennis courts and other facilities. It is considered that the base station including monopole/antennas, equipment cabinets and ancillary development would through their siting and design, be overbearing visually and detrimental to the enjoyment of the facilities by users contrary to Policies 18 (Open space, sports and recreation) 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021.
