| 2. | The proposed 20-metre-high phase 9 streetworks pole, cabinets and associated ancillary development would cumulatively, by reason of their combined height, siting, colour and design, be dominant in views out and into the Gidea Park Conservation Area, clutter the streetscene and adversely affect its setting and the setting of a number of historic buildings that contribute positively to the designation contrary to Policies 25, 26 and 28 of the Havering Local Plan 2016-2031, Policies D4, HC1 and SI 6 of the London Plan and the National Planning Policy Framework. |
| 3. | The proposed 20-metre-high phase 9 streetworks pole, cabinets and associated ancillary development would cumulatively, by reason of their combined height, siting, colour and design, appear as a dominant and intrusive feature and be materially harmful to the amenity of neighbouring properties contrary to Policies 25 and 26 of the Havering Local Plan 2016-2031, Policies D4 and SI 6 of the London Plan and the National Planning Policy Framework. |
