1.The proposed telecommunications tower, cabinets and ancillary works would, by reason of their combined height, siting, colour and design, appear as unduly dominant and visually intrusive features in the streetscene over longer distances through the lack of adequate screening and the retention of the existing TEF antennas would clutter the streetscene contrary to Policies 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the National Planning Policy Framework and Policies D4 and SI 6 of the London Plan 2021.
2.The proposed telecommunications tower, cabinets and ancillary works would cumulatively, by reason of their combined height, siting, colour and design, be dominant in views out and into the Gidea Park Conservation Area, clutter the streetscene, adversely affect its setting and the setting of a number of historic buildings that contribute positively to the designation contrary to Policies 25 (Digital Infrastructure), 26 (Urban Design) and 28 (Heritage Assets) of the Havering Local Plan 2016-2031, in addition to the provisions of the National Planning Policy Framework and Policies D4, HC1 and SI 6 of the London Plan 2021.
