1.The proposed telecommunications monopole, associated antenna, equipment cabinets, and ancillary development, by reason of their siting, excessive height, and design, would form an incongruous and visually intrusive feature within the street scene. The development would appear unduly prominent, causing harm to the character and appearance of the area and adversely affecting the visual amenity of nearby residential properties. The proposal is therefore contrary to Policies 25 and 26 of the Havering Local Plan 2016-2031, Policies D4 and SI6 of the London Plan 2021, and the provisions of the National Planning Policy Framework. Furthermore, the proposal fails to satisfy the siting and appearance considerations required under Part 16 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended).
2.The applicant has not provided sufficient evidence to justify relocating the mast closer to residential properties rather than upgrading the existing site. No robust technical assessment or consideration of less sensitive alternatives has been submitted. The proposal therefore fails to demonstrate compliance with the Code of Best Practice (2022), the National Planning Policy Framework, Policies 25 and 26 of the Havering Local Plan, and Policies D4 and SI6 of the London Plan, and does not satisfy siting and appearance requirements under Part 16 of the GPDO.
