| 1. | The proposed 15.0m Phase 8 Monopole and associated ancillary works would, by reason of their combined height, siting on a prominent junction and design, add considerable clutter and appear as unduly dominant and visually intrusive features in the streetscene, detract from the local character and appearance and fail to preserve or enhance the Gidea Park Conservation Area contrary to Policies 25, 26 and 28 of the Havering Local Plan 2016-2031, in addition to the provisions of the National Planning Policy Framework and Policies D4, HC1 and SI 6 of the London Plan 2021. The proposal would fail to preserve or enhance the conservation area, contrary to Section 72 (1) of the
Planning (Listed Buildings and Conservation Areas) Act 1990. The submitted assessment of alternative sites has not included possible more suitable sites, including the nearby station car park and siting south of the station/railway line. |
