| 1. | The proposed 15.0m Phase 8 Monopole and associated ancillary works would, by reason of their combined height, siting on a prominent junction, design and combined with the existing mast and cabinets opposite the site, add considerable clutter to the streetscene and appear as unduly dominant and visually intrusive features in the streetscene harmful to its character and appearance contrary to Policies 25 and 26 of the Havering Local Plan 2016-2031, in addition to the provisions of the National Planning Policy Framework and Policies D4 and SI 6 of the London Plan 2021. |
