| 1. | The combination of the proposed telecommunications tower/antenna, equipment cabinets and ancillary development, and the extant approval under planning ref: no M0011.22 located north of the application site namely, Footpath at the Junction of Collier Row Lane & Prospect Place Located at the side of Nos 1-7 Prospect Place, would by reason of their combined siting, height and design be detrimental to the established open character in this location and would form a prominent and visually intrusive feature in immediate views as well as those over longer distances through lack of adequate screening whilst contributing to excessive visual clutter owing to the extant approval of nearby telecommunications equipment and associated development including cabinets, thereby contrary to Policies 25 (Digital Infrastructure) and 26 (Urban Design) of the Havering Local Plan 2016-2031, in addition to the provisions of the Framework and Policies D4 and SI6 of the London Plan 2021. |
| 2. | The proposed telecommunications equipment and associated development including cabinets at street-level would, by reason of siting in close proximity to a bus stop, with the design of the cabinet doors opening directly onto the footway, would be detrimental to the safety and comfort of pedestrians and bus users, not contributing to a high-quality pedestrian and cyclist environment, but rather undermine the existing provision, and is therefore not compliant with the London Plan policies T2(d) and D7. |
| 3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application. |
