1.	The proposed telecommunication equipment and associated development would, by reason of its siting in close proximity of an approved mast under planning reference P1450.21 would be an over proliferation resulting in visual cluster in the street scene, which would be harmful to the visual amenities of the area, and would be contrary to the National Planning Policy Framework 2021 [as amended], policies D1, D2, D4, D5 and SI 6 of the London Plan 2021, policies DC61 and DC64 of the Havering Core Strategy and Development Control Policies DPD 2008.

Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was considered necessary and expedient to issue a decision as opposed to continually extending the deadline of the prior approval.
