1.The proposed telecommunications equipment and associated development would, by reason of its siting, height and appearance, appear as a dominant and visually intrusive feature in the street scene, would be harmful to the visual amenities of the area, and would be contrary to the National Planning Policy Framework 2019 [as amended], policies 7.4, 7.5 and 7.6 and the London Plan (MALP) 2016, policies DC61 and DC64 of the Havering Core Strategy and Development Control Policies DPD 2008.
2.The submitted information is not sufficiently clear and unambiguous in relation to the details of the proposed telecommunication equipment; specifically if the existing telecommunication equipment would be retained, and the height of the proposed mast. Consequently, it is not sufficiently clear as to what would be removed or built out on site if approved, and therefore the prior approval will also be refused on the grounds of probity and good planning.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was considered necessary and expedient to issue a decision as opposed to continually extending the deadline of the prior approval.
