1.The proposed telecommunications equipment and associated development would, by reason of its siting, height and appearance, appear as a dominant and visually intrusive feature in the street scene, would be harmful to the visual amenities of the area, and would be contrary to the National Planning Policy Framework 2021 [as amended], policies D1, D2, D4, D5 and SI 6 of the London Plan 2021, policies DC61 and DC64 of the Havering Core Strategy and Development Control Policies DPD 2008.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant in writing 22-10-2021
