1.The proposed telecommunications equipment and associated development including cabinets at street-level would, by reason of siting, height and appearance, appear as a dominant and visually intrusive features in the street scene and would be harmful to the visual amenities of the area, and would be contrary to the National Planning Policy Framework 2021 [as amended], policies D1, D2, D4, D5, D8 and SI 6 of the London Plan 2021, policies DC61 and DC64 of the Havering Core Strategy and Development Control Policies DPD 2008.
2.The provision of equipment in the location shown would be detrimental to the safety of pedestrians using the footway and would contribute to clutter at street level which would impede pedestrian movement and exacerbate the existing constrained footway in this location and is therefore contrary to National Planning Policy Framework 2021 [as amended], policies D1, D2, D4, D5, D8 and SI 6 of the London Plan 2021, policies DC34, DC61 and DC64 of the Havering Core Strategy and Development Control Policies DPD 2008.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant in writing 05-11-2021
