1.The alteration from the previously approved scheme to increase the size of the front dormer window is considered to materially affect the character and nature of the development and be contrary to relevant policy and condition No.3 of P1768.19 dated 6th May 2020 which is accordance with the approved plans. Havering's Residential Extensions and Alterations SPD notes in regard to front dormers that the 'width should be no greater than 1.2 metres' and 'not exceed the height (measured vertically between the highest and lowest points at which any part of the dormer intersects with the main roof)'. The proposed change would see the width increase to 2.6 metres with the height remaining the same at 2.3 metres which is not considered to comply. The proposal represents a material change to the development previously approved, which requires planning permission in its own right. The alterations cannot therefore be regarded as a minor amendment in this instance, and the submission of a fresh planning application is therefore deemed necessary in this case.
