1.The development, in addition to the permitted 4m rear extension, would by reason of its height, design, position and bulk would appear out of scale and character with the dwelling and locality. The rear extension is materially harmful to the visual amenity of the surrounding area, as well as visually harmful and intrusive cumulatively in the context of previous developments to the dwelling, and within the garden scene, contrary to Policy DC61 of the London Borough of Havering LDF Core Strategy and Development Control Policies DPD 2008.
2.The development would, by reason of the inadequate provision of amenity space, result in a cramped over-development of the site to the detriment of future and surrounding occupiers and the character of the surrounding area contrary to Policy 7.6 of the London Plan 2016.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Zaavia Design LTD.
