1.The application would - through the chalet design, form and scale - result in development that would not be in keeping with the character of the street scene and would have an unacceptable impact on the visual amenity of the area. The proposed development would therefore be unacceptable when assessed against Policies 7 and 26 of the Havering Local Plan 2016-2031, Policy D3 of the London Plan 2021 as well as the provisions of the NPPF which aim to ensure high-quality design.
2.The proposed development would fail to adequately address concerns over flood risk and provide the degree of certainty that sufficient measures to address the risk of flooding have been adequately addressed in the design of the application. The proposed development is therefore unacceptable when assessed against Policy 2 and 32 of the Havering Local Plan 2016-2031, Policy SI 12 of the London Plan 2021 and the guidance in the Strategic Flood Risk Assessment: Annex A - Growth Areas Review.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent Michael Breden (Spaces Architecture) via email on 01/11/2024.
